Does anyone know if you can call back a phone that is set up with PLAR(calls automatically another station when picked up). I have gotten that part to work, but cannot call the phone from any other phone. We want to use this for our Public Safety phones, but need the ability for the dispatcher to call the phone back.

This should be possible.
I expect that you have an issue with your Partitions and Calling Search Spaces.
Check the Partition on the line on the PLAR phone. To call it, this should be the same as your 'normal' phones - this will not affect the operation of the PLAR. Only the CSS on this line does that.
E.G.
Two partitions:
PTN-Internal, PTN-Hotline
Two CSS:
CSS-NormalCalls: PTN-Internal
CSS-PLAR:PTN-Hotline
Normal lines have a partition of PTN-Internal and a CSS-NormalCalls
PLAR lines have PTN-Internal and a CSS-PLAR
The PLAR translation pattern has PTN-Hotline and CSS-NormalCalls
