What I need is -- when a user picks up the handset a call is placed to a defined number.
E.g. there is a phone in the elevator, a person picks up the handset and gets connected to the operator without dialing any number (or pressing extra keys).
Is it possible with CCM?

The official name for this feature is Private Line Automatic Ring-down (PLAR) and it is possible to configure this with ccm.

How can i reduce the time a user has to wait until the call is placed?
Off-hook to First Digit Timer in Service parameters config is not acceptable cause it's enterprise wide.
