Is there a way to block internal extensions from calling each other?

You can achive this by partitions and calling search space.

For ex: when phone A wants to call phone B, it contacts the callmanager first. Callmanager looksup phone A's calling search space to see what partitions are listed. If the list does not contain phone B's partition, phone A cannot call phone B.
