CME 3.2 location Singapore. When phones are set to CFA to a Singapore mobile phone number, calls are not forwarded to that mobile phone. However, the phone can dial the mobile number directly and when configured for CFA to an international number, the call will forward to that international number. The ISDN error code suggests that the number is in the wrong format.

The ISDN PBX not undestand number format and maybe expecting more digits in this case. Or check the ISDN Plan type with Telco. Make sure you are compatible with Telco plan type for Mobile number.
All the digits are being passed to Telco so I see no problem with CME in this case.

When the mobile is dialed directly from the same phone it dials and connects correctly.
The number plan used is in the translation rule:
rule 7 /^96/ /6/ plan any isdn - (without this plan the telco drops the call)
The same dial-peers and translation rules are used for both the CFA scenario and the "dial direct" scenario.
Why would there be a difference in the way the digits are passed to the telco using CFA and dialling directly? What does CFA do to the format of the number being sent to the switch?
