I have a situation where I setup a Call Handler to say "Sorry, the
person you are trying to reach is unavailable. To speak to someone else
press 0". I setup a DN for it of 1217 and I setup a CTI Route Point of
1217 with Call Forward All to Voice Mail. When I dial that number
directly, it works. However, I want to forward many of my other phones
to that Call Handler and hear that message. The way it works now is
that when the IP phone forwards to 1217, the caller hears the Default
Greeting instead of my Call Handler. One additional note is that this is not the only Call Handler that I would like to do this on. Different Call Handlers have different zero out options. I know I can work around this with
Call Routing Rules on Unity, but I really don't want to create 100
different rules. Any ideas?

You should be able to set up those phones with a voicemail profile that has a mask of 1217. The reason this isn't working the way you anticipated is that if A forwards to B (1217) which forwards to Unity, it's going to look for A's extension. Since that doesn't exist, you get the opening greeting.
