We have a Call handler at 1 site, and a CTI RP with 4 DNs pointing to the CH.
Issue is when user1 calls, it takes a while and plays the IVR. But when the 2nd user calls, they hear a busy tone
I tried creating the RG RL RP but didn't work.
Any help welcome

CUC can take as many calls as ports you configured and should not give you busy unless there are no more VM ports available to answer.
Use port status monitor and see if CUC actually gets the call or not, if you don't see the call, I'd look at the CUCM config.

Thanks Jamie for answering.
We have enough ports on unity (150-200 for each port group)
I figured its an issue with the FXO. There's an PLAR configured at port 0/0/0 for the main CH, It's taking time to relay the On/Off hook status to the CUCM.
Is there a way to fasten that process ?
