CallBack service Softkey and CTI

Hi,

Does the user id need to have CTI Use enabled checked and a device associated in global directory for callback server (softkey)?

The cisco docs do not say, but am getting event log errors about CTI line open errors on Call Back service from some IP Phones and the users do not have CTI Use checked or devices associated.
