When a caller from the PSTN calls an IP phone which is configured to forward the call to another PSTN number the caller gets a fast-busy. Can anyone explain why and is there a workaround to get the call routed to the PSTN.

This can happen when there not enough lines available in PSTN connection.

Thanks for taking the time to answer my question, we have found the problem to be a voice translation rule which added digits on the caller information which seemed to be rejected by the local telco switch.
