With no active call on the gateway, Call Manager is sending rtp traffic from port 16600 to port 16600 on the Gateway.
Gateway, in response, is sending ICMP port unreachable to the CallManager.

This indeed is a strange behaviour. May be you can try disabling VAD on the Gateways.

VAD has never been enable.
