Can someone identify what's happening in this section of my debug...

This is a portion of a "debug voip ccapi inout" from a working vg200 connected to a Nortel PBX....

I'm comparing it with a debug from another vg200 (configured identically: IOS, running config, hardware) attached to that same Nortel PBX. The section between the pound signs is the only thing missing from the non-functioning debug. I'm thinking it's a PBX issue. I just want more ammo to support my findings.
