cannot establish a correct FAX connection

We has one third party fax server(TOPCALL) to connect cisco IPIPGW(2811) through the H323 protocol to connect cisco voice gateway(2851) again to PSTN.The question is if dials to the fax server from PSTN a interior fax number to be able to hear to correct fax tone,But if interior dials exterior from the fax server the PSNT fax number not to be able to hear to correct fax tone. And if I direct fax server throug the H323 protocol and voice gateway connection,the fax tone in and out all is normal
