Cannot find out the EM trace file in CCM

I enabled as detailed debug level and check on the enable trace log file but cannot find out the EM directory under Trace. CCM 4.1.3

c:\Program Files\Cisco\Trace\EM\EMSvc.txt

why I cannot see the EM directory even I genetate a EM events?

Okay. the EM directory show up after restart the TCD service. didn't work by CCM box restart. why?? not make sense to me. bug in CCM4.1.3?
