In CCM 4.1(2), at the phone level, the Settings
Access pull down shows Enabled, Disabled, and
Restricted.
If I select Restricted, click Update, and then
reset the IP Phone, the setting acts like it has
been set to Disabled, as items like being able to
change ringer volume, and other user items which
the Restricted setting should permit, are not
available.
Also, if I try and change from Restricted to
Disabled and then click update, the screen refresh
shows that Restricted is still selected.
But a change from Restricted to Enabled does work
as expected.
Has anyone else witnessed this issue, and if so
is there a mitigation for this issue?

I am waiting for the first service pack for this
code set. Our client's local Cisco SE had ran with
this and had found that this was documented and that
unless I wanted to go to the current ES, I should
wait for the first service pack which is due in Jan
to resolve this.
