I am converting a router from MGCP to H323(MGCP fax relay has a bug)and ran into a snag. When a fax machine on a FXS port places a call to the PSTN via a local NI2 PRI, an ISDN Q931 debug shows a called party plan type of ISDN, and the call fails with an error of "Invalid information element contents".
If an IP phone calls the same number with the CCM H323 gateway set for ISDN called party plan it will also fail with the same error. If I change the gateway setting to unknown for the called party plan it works fine.
How do I tell the router to use unknown instead of ISDN?
