The Avaya phone won't work with the Cisco power panel(WS-PWR-PANEL).

Take a look at www.powerdsine.com. I am sure they can help you with adapters or other modules.

Avaya IP Phones will work w/ any 802.3af compliant Ethernet switch, i.e. Avaya P333-PWR, Foundry, Enterasys, etc... There are instances where Avaya IP Phones can work w/ proprietary Cisco power scheme natively, i.e. 3550-24 PWR. This will however depend on the generation and type of Avaya IP phone. Check w/ you local Avaya SE if you have Avaya phones.
