The phones will start up and sort of register (they get to a point where the router knows of their MAC/type and they aren't constantly restarting) but they don't actually get a line assigned so won't make calls (unless you've set up auto-assign).
You can still configure them manually by just not using shortcuts (like putting in the full 'mac xxxx.xxxx.xxxx' command instead of typing 'mac' etc)..
