Hi,
I have a cisco 4451 router which will be used as a voice gateway and want to use it as CME-SRST router too. There are approx. 250 phones in the site. How many FL-CME-SRST seat licenses I would require to accommodate all the phones and are there any other licenses required? Do I need any device license for the 250 phones to register in SRST mode?

You would need to purchase the Unified Communications License for the router (SL-44-UC-K9) and two FL-CME-SRST-100 and two FL-CME-SRST-25 licenses (for 250 phones). You do not need to purchase any other device licenses.

I read in one of the forum posts that we dont need any device license for phones in SRST mode as they are registered to CUCM but only SRST part license is required. Do I need 250 FL-CME-SRST licenses for 250 phones?

Yes, you need to purchase the 250 FL-CME-SRST licenses for the router (along with the SL-44-UC-K9).
The Cisco Survivable Remote Site Telephony License (FL-SRST) itself is a $0.00 line item you'll probably see on a quote. However, it's the FL-CME-SRST licenses that need to be purchased to allow the number of phones that can register with the router in SRST mode.
I've never heard of it being done differently.
