If Dirt Backup does not backup the routing rules. How do I get a copy of what my routing rules are? Is there an export tool for routing rule?

Routing rules are, indeed, backed up and restored as part of the DiRT application. Where are you getting that it doesn't back them up? The help file has a handy "what's backed up" and "what's not backed up" section to help with items like this... very few items are in the "what's not backed up" section.

In 3.1(3) and later, in fact, the routing rules are a table in the UnityDB database which is backed up and restored in it's entirety so you really don't have any choice but to have them backed up and restored as is.

So I must be mistaken, Is it VERTAS that does not back up routing rules? Does the Dirt Utility back up the routing rules as a script file that you can use with the Config Manager to restore only the routing rules?

nope... DiRT restores all that stuff automatically, no manual running of configmgr required or any of that stuff.

Check out the home page for DiRT. It has a help file and some training videos out there that should tell you everything you want to know about how DiRT works:
