I have a customer that is having a problem sending messages to the "All Subscribers" distribution list. When sending a voicemail to this list only about half of 500 users are recieving it. It than will create an event id 290 warning in the event viewer for each of the users that did not recieve the voicemail. The location is running 2 exchange servers including the Unity box. Users not recieving voicemails are spread between both exchange servers so it is not server specific. There seems to be no common link with the users not recieving the messages. It's probably not a Unity specific problem. I bet this would happen if the user tried to send to that distribution list with outlook too. Anyway, check out this URL from Microsoft:

If you get in a jam you can try using my Public Distribution List builder tool on my web site. You can simply create a test distribution list and populate it with all the Unity subscribers in your system automatically and then send a test message to that DL to see if it goes through or if the same folks cause bounce back.
I've seen Exchange have numerous problems with PDLs, especially if you've been rehoming folks on other servers in the site.
If the test DL works you can delete all the users out of the All Subscribers list and repopulate it using the tool (it'll let you create a new DL or add users to an existing DL). Worth a shot anyway...
