I have two links E1(ISDN-PRI), when I group of the
two links in one route group/route list, I use
this route list and in route pattern and
routes, not function, I make the tests without route group/route list using
only one E1 and route pattern is function,
What's the problem?

you should be able to put both ISDN PRIs into the same routeGroup and then create a routeList to be used on the routePattern.
in order to verify why this is not working, the best bet would be to view the CCM traces generated while you attempt the call.
(or you can use the dialedNumberAnalyzer which will tell you how the call is routed)
also, please provide the CCM version and gateway types/IOS version.
also, perhaps you can adjust the order of the PRIs in the routeGroup as well as the channel selection order for testing purposes.

versions look fine, as expected, thank you.
since you are using CCM 5, you should have the ability to create a dial plan report.
haven't seen CCM 5 myself, but this should be located at:
ccmAdmin>routePlan>routePlanReport
run the report search on patterns that begin with 9.
this will provide all patterns, DNs, etc. that start with 9. from here you should be able to see your routePattern that is used as well as any other patterns or DNs that begin with 9.
figure out what patterns/DNs you want and adjust/delete the others that begin with 9 so that only the routePattern(s) you want to provide dial tone are available; such as 9.1xxxxxxxxxx, 9.@, etc.
