Frame relay VoIP Qos

I have what may be a simple question.

What is the difference between applying the Qos policy directly on the physical interface and applying the QoS policy on the PVC. I have been told that applying it directly on the interface you have no control of how much bandwidth is used by each PVC and it may allow one of the PVC's to hog all the priority bandwidth where as applying it to the PVC you can prioritise voice traffic per PVC.

Is this correct ??

Is there any other issues with applying it to the interface ??

I apoligose if this is a silly question but I did not get to ask the instructor this when I was on the course. I have found heaps of info on the configuration side of things, which I am sweet with, it is just this little issue.
