Gatekeeper Voice Feature License - What's up?

A customer has an empty 3660 that we proposed to be used as a Gatekeeper for video and voice (VoIP not CallManager). I was looking in the Software Center and I see that there is a Voice Feature License of $40,000 for a new Gatekeeper. What is this all about?

We had the same query for a customer recently and it seems that this si the cost of a licence to use a Cisco router as a gatekeeper. Still can't quite believe how expensive this is!
