Hi,
H.323 is peer-to-peer protocol which allows every device running H.323 to work independently. In Cisco UC environment, CUCM and H.323 Voice Gateway acts as peers and works independently.
MGCP is a client/server protocol which acts as Master and Slave. In Cisco UC environment, CUCM acts as Master (Server) and MGCP Voice Gateway as Slave (Client).
