When creating a Route Group, in the "Available Devices" portion, all I can se is the Trunk (to Gatekeeper) and the IP Address for the H.323 gateway (to PSTN) is not in the list. Gateway is not using QSIG. Thanks in advance.

DO you have that H323 Gateway already in a Route Pattern? If that is the case remove it from all Route Patterns so will be available in Route Group. (Create a dummy for use it in the mean time)
