You need the Voice\Voip forum, but I will try to assist
you.
If I understand you question, you are trying to remove the
"dial peer 1023"
Try Removing the following in sequence:
* delete the port
* delete the Pots dial-peer
* save running-config
* reboot gateway
Note: If this is a production gateway, only due this during a scheduled outage window.
