when there are 2 routers with HSRP running (1 group for voice, 1 group for data) with each routers having its own PSTN (PRI) connection, can out going PSTN calls be configured to use both links on both routers? even though only one router will be the active router for the voice vlan?

Well.....even though you are using HSRP for redundancy for you hosts you will still configure the PRI on both routers. If you are using H.323 you will use one of the local IP Addresses on the router (not the HSRP address) to configure the gateway. If you are going to use MGCP you will use the hostname of the router as the MGCP Domain. There is no reason to not load balance across both PRI's if you are paying for it (or depending on how you have your Route Group set up one will be the secondary PRI)
