I have a centralized CM with 9 remote small offices. I am looking for only 2 simultaneus calls at each link. Does anybody knows how to do it?

Use locations to limit the bandwidth to 2 calls. Just be sure that all phone in the remote site register to the same call manager.

If I limit the BW at each location for 2 calls (22 kbps for 2 calls using G.729), I will limit local calls too. I was thinking in a QoS policy at each router but I am not sure this is the right way.

By using locations you will only specify the bandwith between sites, not within sites. So if you want to limit the link to 2 calls you will need to specify 48Kbps for the remote locations. (By using a QoS policy at each router you won't be able to restrict the number of calls)
