We are running Call Manager 3.2(3)sr3. We are experiencing delays at the ip phones when the handset is lifted or soft keys selected. This appears to correspond with the call manager cpu spiking at 100%. The spikes are caused by the TCD service. Rebooting call manager seems to fix the problem for a couple of days and then it re-occurs. We are using attendant console and the configuration looks okay.
Has anyone else experienced this?

You are right, the CPU spike will cause the delay in receiving dial tone
The actual problem as you say is the TCD Server causing the spike. This is a known issue in old versions of the CCM (including yours)
The newer Attendant Console came out with a new TCD Service as part of the installation. Cisco TAC will no longer support the TCD Service that comes as standard - they will recommend upgrading to the latest version of Attendant Console
That should be your first port of call. From CCM 3.3, the new TCD ships as standard so a full CCM upgrade (if you are planning one) should also fix the problem
