Can a configuration be done to have an IP phone connect through one gateway to another? Other than the correct IOS is there a need for voice cards in the invening gateway?

If you are particular about IP phone you need a IOS which has Callmanager Express.
Which can be in the LAN network of the CME router. no need of voice cards.

Or you can use Normal phone with FXS voice cards

We have call manager 3.3.1 where the IP phones are registered and we want these phones to talk to gateway A and gateway A to B while keeping the calls all on the VoIP network. We can't have the phones talk directly to gateway B due to routing issues.

you can understand that the call can't stay on IP network from IP phone to gw A, when the call go to gw B, the call must go out to a voice port in gw A. I'm making a loop in two voice port, but it is not working. I don't know how to configure the voice port and dial-peers to do that.
