IP Phones not registering in CME

HI every one

Please help me fix this error. i have a problem when sip phone, and soft phone 3cx cant register to CME.

This is my log and my config on CME router 4331. When phone register. CME send 503 Service Unavaible

check the step by step configuration

Look at the Logs in CME while registering time, 

you getting error registrar is not enabled from 192.168.1.1

Yes 192.168.1.1 is CME. File attach is log from softphone

Do you have step config with thirdparty softphone register to CME. I am using hardware panasonic phone and softphone 3cx

As i have suggested you have registrar config missing.
