least call routing

We have multiple routes for the same range of called number. I want to use the least cost route as the highest priority and if that one is busy or down, the router can automatically switch to another route.

Do I have to use a Gatekeeper to achieve this or I can use multiple dial-peers with different priority?

1st - Assign the gateways to a route group.

2nd - Assign the route groups to a route list in the order you want to try them.

3rd - Assign the route pattern to the route list.
