MoH and PSTN Gateways

I confiugure my MOH sources to be sent out via Multicast everything seems to working. I can see the mulitcast group being registered in the 6513 with and 8 port T1 blade. And I can see the devices join IGMP group.

The problem is that all phones on the network receive the MOH. But calls coming in from the gateway dont.

When I put two phones on the network on hold I see the VLAN show up in the IGMP group, When I put the phone that is connected through the PSTN on hold nothing showse up in the IGMP group?

CallMAnager, I have the same problem. MOH by Internal calls works, but when coming calls by Pabx E1 - 6608 GW E1 , or router 3640 E1 QSIG not works.
