Is there way to use more gateways to PSTN network and made dependency between local phone numbers on the site and which gateway will be used from which local phone number.

Absolutely, are you using CallManager?

If yes each Route Pattern potins either to Gateway directly or Route List, so you can define your Route list to include the gateways you want to use for a particular route pattern (dialed number).

If you use h.323 for example you can control this with the dial-peers on the gateway.
