Multicast MOH and voice VLAN command

I had noticed MOH being flooded from a port on a 3550 switch. I can toggle the "voice vlan x" command on and off and when off the multicast is no longer flooded to that port. Is this normal behavior? If so why is it necessary? Does the phone not act like any other igmp client?

IP phones join the multicast group and should behave like normal receivers. Just make aure that the routers "down stream" towards the IP phone have to have multicast routing enabled or else the multicast packets won't propagate.
