MWI doesn't turn on

I have MWI DN ON at 5000 and DN Off at 5001. They both sit in partition Internal_PT and have CSS Enterprise_CSS. I have a remote site that cannot get the MWI to turn on when 5000 is dialed. The remote site partition is Remote_PT and CSS is National_CSS. Sounds like a simple partition, CSS issue but Internal_PT is part of the National_CSS and the Remote_PT is part of the Enterprise_CSS. What am I doing all wrong.

Have you checked the CSS of your voice mail ports? The CSS of the voice mail ports must has the internal_PT. thanks.

I have already checked that. The VM Ports have the same CSS and Partition as the MWI.

Anyone have any thoughts on this?

Is it possible that there is a conflicting route pattern in a partition that the remote devices have in their CSS? Do you have other remotes that are working as expected?
