Are you talking about an unanswered call rolling to voicemail and the caller hearing a person's greeting? Or something else?
The "sorry, < the name of the extension > is not available" is the default personal greeting for a Unity Connection voicemail box.

Hi
yes, correct
i don't know the name
so it must be Unity default voicemail box
my question,
We have several users report that when someone calling them, it is not their default name .
maybe old user who have resigned.
how can i check and change it to the actual users

The forwarded call routing rules include a default rule that says, "if the original dialed number matches the number on a voicemail box then send the call to the greeting of that user" (or other configuration on the voicemail box as appropriate).
You are correct that if that rule is not matched, that the caller will hear by default the Opening Greeting.
So, if calls rolling to voicemail are not getting to the user's greeting then either the number *as sent by CUCM* to CUC does not match the number on the user's voicemail box, or there is a partiton/search space misconfiguration on the rule.
So first check the number on the user's voicemail box in CUC and make sure it matches their DN. If they do match and forwarded calls are not hitting their voicemail greeting then either there is a mask on the voicemail profile that is modifying the number, or a misconfiguration of the rule, or some other issue.
