Party line creation with CCM 3.3.4

I have a customer that needs to create multiple shared lines between two 7940 phones, and if someone is on a line on the right phone, someone on the left phone can choose the line and participate directly in the call. These two phones are for a police dispatch center, they need the ability to quickly have the other desk sergeant be able to listen to and potentially participate in the call without putting the user on hold to create a conference.

Any suggestions on how to accomplish this, if it is possible?
