Radio Interfacing Question

We are using 2921 routers as a Gateway to convert TDM (E1) from a radio system feed to an ip mulitcast stream.  The radio device that is connected to the router VWIC is a New Zealand made Digital Audio Switch (DAS).  The TDM to IP and IP to TDM is working well.  The problem we are having is that when the connection between the router and DAS is severed (cable unplugged, DAS shut down, other simulated failure) the router voice ports will not come back up without manual intervention (shut/no shut) when the connection is reestablished. We have been studing and playing with the rx/tx-bits idle/seize settings to try and get the router to act on the signalling bits received from the DAS when the connection is reestablished, but nothing seems to be working.  Does anyone have any ideas?  Can I provide more information?

The connection must restablish itself without you doing anything.

As long the router sees the E1 controller perectly up, must be able to use them

If not like that, take much patience, and contact the TAC. Ask for escalation team and be prepared to supply a lot of evidence including a inline circuit tester.
