Where can I find the skinny (SCCP) messages specification?
There are a few new messages since CCM 4.2 and above.
Ex: 0x45, 0x049, 0x144, 0x145, 0x14a

I don't think cisco has ever published this info. But if you look into wireshark source, you may find them there.

That's the problem, even wireshark doesn't have a dissector working properly with those messages.
It recognizes all SCCP messages except the ones I've enumerated on my prior post.

Based no my experience, no.
But if you subscribe the "developer support" program that is paid for, they *may* release certain informations to you.
Since the above is a pure speculation on my side, I think the best course of action is still 'studying' by yourself.
