I've noticed that you can only use AbbrDial when a phone is on-hook. Thought that this would just be a change to the softkey template to show AbbrDial when off hook, however I can't find any softkey for this within the templates.
Is this possibly, or is AbbrDial only available when on-hook.

I just did some tests with my servers, and the abbreviated dialing option worked just fine. This is what I did:
1. Opened CCMUser page for a specific Device
2. Set all the speed dials (you can have up to 99)
3. Save the changes
4. Go to that Device
5. Dial a number, the Abb softkey appears
6. Hit the softkey
Check the following information:
==============================================================================
You can configure up to 99 speed dial and/or abbreviated dial entries from the Cisco CallManager User Options web page. Some of the speed dials can be assigned to the speed-dial buttons on your phone. The entries that are not assigned to the speed-dial buttons are available for use with the abbreviated dialing feature.
Follow these steps to use abbreviated dialing:
Before You Begin
----------------------
Log in to the User Options web page to configure your abbreviated dialing numbers. For instructions, see the "Logging on to the User Options Web Pages" section and the "Customizing Your Cisco IP Phone on the Web" section.
Procedure
-------------
Step 1 Dial a speed-dial index number while your phone is on-hook. The AbbrDial softkey appears on your phone.
Step 2 Press the AbbrDial softkey. The number associated with the abbreviated dialing index number that you entered is dialed.

We had a TAC case open on this & they confirmed that AbbrDial is not visible in the Softkey templates and there's currently no mechanism for moving the placement of the softkey or using AbbrDial functionality when the phone is off hook & there's no active call...

thanks for that, at least it confirms what I was seeing.
