softphone no lines to choose

I am trying to get a softphone to work with a ccm 3.2 server. I have created a cti route point associated the user with the softphone but I do not get any lines to choose from when I launch the softphone. The trace says ciscotsp001.tsp| CSelsiusTSPLink::Connect() connect() failed, last error=10061

according to cco the server is not listening on the proper port of 42027 or 43027. the CTI manager is running on the server. Anything that I might be missing on the configuration?

I believe you have to create CTI port and assocciate with the user, not CTI route point.
