T1 Modules

Does anyone know if this module,VWIC2-2MFT-T1/E1, can be replaced with a NIM-4FXO and NIM-4FXS modules on an ISR4351?

No.  They are completely different kinds of modules.

You need something like NIM-2MFT-T1/E1.

They are analogue ports.
