voip network. ios router to ios router ccm no pots

I have a VOIP network that I want to setup. But with no POTS at this time. I have a Callmanager3.0(8) -1751 head end to adsl. Remote sites are 806'es. Using ata-186'es.

The dial-plan - do I need a dialplan at both the 1700 and 806 to point at each other? And how is the ccm to help in the rout and signuling. To open of a ? I know. Any good web-links to read that will help with foundation of VOIP..
