What is the purpose of Device's Owner User ID

If i had CUWL license and 10 ip phones, I just buy 1 CUWL license and then associate 10 devices to single user. It would consume only 1 CUWL.

so what is the purpose of Device's Owner User ID, if it is not for consuming license.

The only benefit of assigning an Owner User ID to the device is that the device moves from "Unassigned Devices" to "Users" in the License Usage Report. Apart from this, there is no effect on the licensing at all since assigning an Owner User ID to a device will also consume one CUWL, UCL Enhanced, Enhanced Plus license etc. based on the device type
