what's the meaning of CCM user license ?

what's the meaning of CCM user license ? I found the lists from "configuration tool". what component(device, user,..) count as usr license ? and any way to verify from CCM like as Unity ?

I may be wrong but, I had heard rumblings within Cisco that they were going to change the way users purchased phone licenses. Before the license were purchased with the phone, but they want to license it from the server side(i.e.-buy 1000 licenses you can only connect 1000 phones). Currently if you buy an IP phone without the license (i.e.-spare) nothing stops you from connecting it to the CCM and working.

I looked at the latest price sheet and i do not see anymore line items for the individual phone licenses.
