1. Can the 4506 switch be fully loaded with all the slots filled with line cards
( no inline power required ie no IP phones ) with 1000W power supply ?
2. Can the 4506 IOS basic software be upgraded to OSPF ?

1. Yes, the second (optional) powersupply is purely for redundancy. See the following:
2. Yes, the SW that you purchase (For Sup3/4) will support OSPF.

To answer your first question, it depends. Make sure you verify the amt of power required based on modules before you buy the 1000W. I am not aware of any combination which may exceed the limit but you may want to verify regardless.
For the second question, you have to purchase license to operate OSPF on your 4506.
