Hello,
Do I have the wrong IOS version on this router in order to do trunking?

Dan,
There is nothing wrong in the version of code that you are running but the feature set "IP" does not support 802.1Q Trunking.
You need a minimum of "IP Plus" for 802.1Q Support.
Before you load the 12.2(37) "IP Plus" Feature set on the 2621 make sure that you have enough Flash and Memory.
The minimum Flash required for 12.2(37) "IP Plus" feature set is 16 MB and 48 MB for Memory.
Based on your show version output, you have only 8 MB of Flash and 32 MB of Memory. So, you need to upgrade the Flash and Memory before you do the upgrade.

To configure inter vlan routing on cisco 2600 series
Try to create sub interfaces and then use the encapsulation dot.1q or 802.1q
IOS 12.2 supports this encapsulation type.
