We are using a Catalyst 6500 with Sup2/MSFC2/PFC2 as a backbone switch for an internet service provider which connects their customers via ethernet.
To offer subrate services we configured traffic policing on the switch.
But customers are complaining about bad performance with policing active.
I tested FTP download for customer which should have 128kbit but only got 60kbit.
Does anyone have experience with tuning this feature?

Try to use CBWFQ,it can guarantee each class minimum bandwidth.
Class-map 4FTP
match access-group 100
policy-map 4FTPpolicy
class 4FTP
bandwidth 128
interface xxxx
service-policy output 4FTPpolicy
access-list 100 permit tcp any any eq ftp
