Can a CiscoWorks server export the database of configs it collects from polled devices to a tftp server? If so can it do it as a regular scheduled job?

If you're using RME 3.4 then you can look at Data Extracting Engine (DEE): http://www.cisco.com/cgi-bin/tablebuild.pl/cw2000-rme
which is a utility to be installed on RME 3.4. It extracts data for devices managed by RME 3.4 from the RME inventory database and configuration archive in the required XML format. DEE provides two mechanisms to extract data - A command line utility and a servlet utility, which can be accessed by any client script through HTTP or HTTPS.

Can it be scheduled to pull the information from RMEs databases or is it something that has to be done manually whenever you want it done?

You can run this script in a cron job etc to execute the script on a regular basis and get the info.
