When I run the show isdn service command on my Cisco 7206, a large number of the channel states are always stuck in state = 4 (Restart).

Gradually, over a period of time most of these channel states read as 4 (Restart), and do not transition to 2 (Busy) or 0 (Idle). The only way I am able to return all the channels back to a state of 0 (Idle), is to shut/no shut the E1 controller.
What could be causing this? Is the an IOS bug? I am using the following IOS version:
